MN State Laws on Driver’s Licenses – Teen Drivers

Minnesota offers a three-stage program to gradually introduce driving to young drivers. Here is a brief summary of what you can look forward to while your teen is learning to drive:

Instructional Permit (age 15) – teen must complete 30 hours of classroom instruction and complete behind-the-wheel driving instruction. They must then complete a vision and written test, as well as need a parent’s signature to obtain their permit.

With their permit they may drive with a licensed adult over the age of 21 in the vehicle. They must log at least 30 hours of supervised driving, including 10 at night to continue with the process. (Licensed driver must be over age 25 at night.)

Provisional License (age 16) – after having their permit for six months conviction-free they can apply for a provisional license. A legal guardian must sign off that the requirements have been met.

With a provisional license the teen may drive on their own with restrictions. Must be accompanied by an adult age 25 or older between the hours of midnight and 5am, and only one passenger under the age of 20 may ride with them. After six months there is a maximum of three passengers under the age of 20.

Full License (after 12 months or at age 18) – your teen may apply as long as they have no more than one noncrash-related moving violation. If they are under 18 a guardian must sign off that they have completed an additional 10 hours of supervised driving.

Additional notes – it is state law that all passengers must wear safety belts. Additionally teens under the age of 18 are prohibited from using any wireless device while driving except for emergency purposes. All drivers are prohibited from composing, reading, or writing text messages (or accessing the internet) while driving.
